This report describes the initiative of the Humanist
Committee on Human Rights to develop a women's human rights impact
assessment instrument for international relations, using the CEDAW.
Women's right to health is chosen as a pilot theme. Although the relationship
between CEDAW and gender/human rights impact assessment for development
policy is a new area, it is believed that CEDAW can be useful to both
Northern and Southern organisations as a basis for an impact assessment
tool. The Convention offers a list of standards and principles that
help to address relevant issues and can be used as indicators. The
CEDAW reporting process also provides access to information about
the level of implementation at country level, which can be used for
gender impact assessment. All these have importance at the local (organisations),
national and international levels. |
