Short Summary |
Development assistance is currently undergoing
a shift from project-based funding to centralised support for national
budgets. These new aid modalities are country-led and based on principles
of donor coordination and policy dialogue. The main mechanisms for
the new aid architecture are Sector Wide Approaches (SWAPs) where
donor and national interventions are coordinated at the sectoral level,
and support within the framework of countries' PRSP processes as Direct
Budget Support (DBS). This report discusses the implications for gender
mainstreaming in the context of the new forms of aid - in particular
in the drawing up of Country Strategy documents. The paper begins
by outlining the main opportunities for gender mainstreaming, including
access to high level decision-making and policy dialogue. It then
goes on to lay out the various challenges - the absence in many cases
of good quality analysis and statistical data and the need for new
gender sensitive monitoring and evaluation. The report then evaluates
the process of drawing up Development Cooperation Ireland's Country
Strategy Paper for Ethiopia and examines the document itself for its
gender sensitivity. Recommendations are provided including the need
to build staff competence, work with allies in civil society and national
women's machineries and conduct well informed gender analysis. |
