Short Summary United Nations Security Council Resolution 1325 advocates for women's equal participation in all post-conflict and peacebuilding efforts and for the inclusion of a gender perspective in all peace and security programmes. However, the Resolution has been applied inconsistently. What can be done to ensure that its principles are both observed and systematically applied? The aim of this guide is to facilitate the design of action plans that can be undertaken by organisations and individuals working on peacebuilding initiatives. It is recommended that a combination of strategic and participatory planning, with gender and socioeconomic analysis, is used. Some guidelines on how to carry out advocacy initiatives, build networks and design, implement and monitor action plans are also suggested. For instance, basic terms of reference should be agreed when designing an action plan, and should include goals and objectives, a strategy, expected outcomes, timelines and a budget. Some possible challenges to bear in mind when implementing the action plan include insufficient funding, lack of political will for gender equality, lack of capacity, of coordination and inadequate monitoring and evaluation mechanisms.
