Short Summary |
Why is it that girls are still held back in education
in many parts of the world? Parity in education is still far off in
most countries and more deep-seated changes to promote equity of opportunity
and gender-aware curricula are rarely even on the horizon. This report
argues that education is a human right enshrined in international
treaties and conventions that are legally binding. Eliminating gender
equality in education can have huge personal and social benefits which
far outweigh the costs involved. The report identifies three areas
in which girls' rights to education are being denied: firstly the
right to access - for example through early marriage, conflict, the
need to work and school fees; secondly rights within education - in
terms of gender bias in teaching methods and learning environment;
and thirdly rights through education, in other words how performance
and achievements translate into social and economic opportunity. Good
practice in legislative reform and policies on gender equality include
the introduction of scholarships, income-support schemes, gender-aware
curricula and teacher-training, recruitment of women teachers and
bridging courses for girls starting their education late. A further
two sections of the report deal specifically with national education
targets and international commitments and it concludes by calling
for the use of a gender lens to ensure all people benefit from aid
for education. |
