How can incorporation of a gender perspective
strengthen processes of disarmament? We can think about disarmament
as having the objective of security. A gender perspective can give
a concept of security that focuses on people and their lives, rather
than on political/national considerations; and can therefore raise
questions of whose viewpoint do we see and who is involved in decision-making.
This Action Plan for the United Nations Department of Disarmament
Affairs (DDA) outlines specific activities to better achieve progress
on disarmament through the incorporation of a gender perspective.
The four goals of the plan are: exploring the links between the promotion
of gender equality and disarmament; strengthening of the DDA"s capacity
to ensure a gender perspective is introduced; undertaking outreach
and advocacy; and supporting equitable participation in disarmament
discussions. Activities include incorporating gender perspectives
into briefings to member states and other UN fora, developing rosters
of female experts, holding discussion panels and supporting further
research in this area. Checklists are provided for ongoing gender
monitoring by each branch of the DDA. These outline "gender questions"
to ask when organising panels and fact finding missions, hiring consultants,
publicising disarmament issues and writing reports. These include
asking what is the gender balance of individuals involved in the different
activities, and asking whether gender issues have been identified
in each discussion or publication. |
