Is gender equality recognised as a development
goal in its own right, or still only seen as a means to achieve sustainable
poverty reduction? This paper finds that in many cases of international
development cooperation gender equality is indeed still seen as a
means to an end, rather than a desirable goal in itself. An examination
of Poverty Reduction Strategy Papers (PRSPs) finds that while attention
may be paid to gender issues in human development, education and health
sectors, central sectors such as agriculture, the environment, transport
and urban development see gender as irrelevant. Macroeconomic policy
has differential impacts on women and men, however these are rarely
considered. There is a lack of gender differentiated data, and inadequate
analysis of the data which does exist. Where gender has been addressed
in PRSP approaches, a 'women in development' approach has been used
which focuses on women in isolation, rather than a 'gender and development'
approach which considers gender relations and how these need to be
changed. This report calls for a genuine mainstreaming of gender concerns
throughout all sectors, and an approach based on an analysis of gender
