Short Summary |
How institutionalised are gender issues in Chilean
public policy? What mechanisms have been put in place to ensure gender
mainstreaming? This report describes the experience of the National
Women's Service (Servicio Nacional de la Mujer - SERNAM), the national
machinery for the advancement of women in Chile, with the national
Plan for Improvement of Public Management in Gender (Plan de Mejoramiento
de la Gestion en Genero - PMG), whose overall goal is to institutionalise
gender equality measures at every level and in every sector of public
administration. After an historical overview of SERNAM and an explanation
of its role in designing and implementing the plan, the paper describes
some of its achievements which include the reallocation of micro-credits
in agriculture to women, bringing the quota from 18% to 30% in two
years. Some of the challenges encountered included the need for capacity
building for human resources at the institutional level, and the need
to ensure that a gender focus is maintained in institutional reforms
