In 1995, the non-governmental organisation Novib and seven of its partner organisations in South Asia and the Middle East undertook a collective learning and organisational change process to promote gender equality within their organisations, called the Gender Focus Programme (GFP). This publication tells the story of this process. It aims to capture the process of gender mainstreaming in different contexts and to document the challenges encountered and lessons learnt. Firstly the book situates the programme within the global experience and theory of development agencies promoting gender equality in their organisations and programmes. It then describes the processes undertaken by the partners, with an emphasis on their organisational analysis, the setting of objectives and their different approaches to fostering changes in organisational structure, organisational rules, organisational culture and in the way the participating organisations designed and implemented their field programmes. The book also explores how and why change occurred and analyses the different strategies used by the partners in their organisations and programmes. As far as gender training is concerned, for instance, one partner used it successfully from the start to raise their staff's awareness on the broad issues and perspectives relating to gender; another partner decided instead to use the training space to focus first on the technical aspects of gender analysis to pave the way for more substantial discussions and training on patriarchy and women's rights when the staff was considered more ready and responsive.
