Short Summary The United Nations Stabilization Mission in Haiti (MINUSTAH) significantly improved its response to allegations of sexual exploitation by peacekeepers. It now adopts a “zero tolerance” policy and swiftly investigates sexual abuse allegations. Yet many Haitians are still not convinced that MINUSTAH is adequately prepared to address and fight sexual exploitation by UN peacekeepers, or that the UN takes the issue seriously. This report assesses MINUSTAH's ability to prevent sexual exploitation and abuse. It also highlights problems with assigning the current MINUSTAH Gender Advisor as a Focal Point on Sexual Exploitation and Abuse, responsible for receiving complaints, raising awareness and ensuring that the mission leadership takes action on sexual exploitation. The report makes several recommendations, including that the UN Department of Peacekeeping Operations speed up the hiring of MINUSTAH's Code of Conduct officer; UN peacekeeping missions separate the positions of Gender Advisor and Sexual Exploitation Focal Point, or allocate adequate resources to the position; Troop Contributing Countries increase pre-deployment training on the UN Code of Conduct in country; and that the UN follow-up on sanctions against peacekeepers found guilty of sexual exploitation and report back to local communities.
