Summary: This handbook drawn up for the Mexican Ministry
of Health provides information for policy-makers on how to implement
a gender perspective within the National Programme of Health. The
risk of disease, access to healthcare, and quality of services are
all influenced by gender inequalities. The Woman and Health Programme,
as part of the National Programme of Health, has produced these
guidelines for those responsible for health programmes and services,
to introduce ideas of gender. The document is divided into five
sections. The first section outlines the basic concepts of gender
and explores its impact on the economy and health. The second defines
what is meant by gender-sensitive budgets and how they can be used.
The third describes two health issues, family planning and the treatment
of Mellitus diabetes, and includes steps to reduce gender inequalities.
The fourth identifies the elements of a gender analysis of programme
budgets, and the final section outlines how gender sensitive budget
analysis can increase efficiency in the health sector. This document
