Short Summary The Millennium Project Task Force on Child Health and Maternal Health is assessing progress on Millennium Development Goal (MDG) 4 on child mortality and Goal 5 on maternal health. Their report argues that Goals 4 and 5 are attainable - but not without extraordinary effort. Currently 10.8 million children under age five die each year and 530,000 women die from maternal-related illness each year. In fact, the full access to and utilisation of proven, effective interventions would avert two-thirds of child deaths and three-quarters of maternal deaths. So who has the power to make progress on these goals? The report concludes that an intense focus on improving health systems is the only way to achieve the dramatic and sustainable progress required. They advance a comprehensive action plan that recommends dramatic increases in aid flows from bilateral donors and international financial institutions, in conjunction with an increase in allocations to the health sector by national governments. Rapid and equitable scaling-up is required of interventions such as the universal provision of emergency obstetric care and sexual and reproductive health services, the integrated management of childhood illness, and the provision of strengthened health systems particularly at the district level. The report also concludes that user fees for basic health services should be abolished.
