Short Summary |
Independent experts were brought together by
the Division for the Advancement of Women (DAW) in Azerbaijan (7-10
February 2005) to identify strategic entry-points in the 2005 review
processes to link the Beijing Platform for Action (BPfA), the Millennium
Declaration and the Millennium Development Goals (MDGs). Discussions
of the challenges, gaps and opportunities led to four key recommendations
to feed into the Commission on the Status of Women (CSW) Beijing +10
meeting in February/March 2005. (1) Use a human rights approach -
the Convention on the Elimination of All Forms of Discrimination Against
Women (CEDAW) and the BPfA should be used as mechanisms to ensure
a rights-based approach in the implementation of the MDGs in order
to achieve gender equality and women's autonomy and empowerment. (2)
Engender the macro-economy and poverty reduction strategies - make
the MDG-based poverty reduction strategies gender-sensitive by drawing
on BPfA and CEDAW, and apply a human rights framework for assessing
the gender impact of trade and macro-economic policies and agreements.
(3) Make resources work for women - scale-up investments in women's
and girls' development, prioritising overlooked areas such as sexual
and reproductive health, and support gender-sensitive budgeting initiatives.
(4) Ensure participation of women's organisations - the MDG process
should include women's organisations as principal actors in the human
development agenda. |
