Short Summary What are the links between gender, energy, and poverty? This paper, commissioned by DFID, explores current thinking on this issue. Women and men have different energy needs and different ideas about sustainable livelihoods, however women's lesser decision making in the household and community means their influence on this issue is limited. Energy can occupy a quarter of rural women's time, affect her health, and have key impacts on her strategic interests. Greater research is needed into women's energy priorities. Energy choices for women must be expanded, not only at the household level, but also in business, and in forest management. Gender analysis frameworks need to be adapted to the energy sector, and new energy-specific tools developed, to enable energy policy to take on gender issues. Energy planning must focus on demand rather than supply side if energy services are to meet the needs of women and the poor.
