Short Summary Culture is understood as changing, and as meaning different things to different people, even within the same community. Development is also said to be about change, whether economic or other kinds of development, and as having an impact on gender, whether intended or not. The question is asked: 'are we imposing western values?' In answer national commitments to the CEDAW treaty and the Platform of Action are cited, as evidence that many states both southern and northern do share a common understanding of gender equality. Respect and cultural sensitivity on the part of donors are advocated, and interpreted as encompassing respect for international commitments to human rights and gender equality, and recognition that cultures are contested and changing. The argument is made that: 'Assuming a role in protecting cultures from changes in gender relations is an outside imposition, as much as the imposition of change based on our own cultural values. A more respectful approach is to consult with women and equality advocates to learn how they are defining issues and what they see as potential ways forward'(p6).
