Gender analyses of Employment Guarantee Schemes (EGS) in the Indian State of Maharashtra are often praised EGS as 'women friendly' because they attract a large number of female workers. This paper describes the experience of the following initiatives: Maharashtra Rajya Shetmajoor Parishad, Shramik Sanghatana, Mukti Sanghrash and Stree Mukti Sangharash. Because women in Maharashtra have few options in the labour market they are often present in large numbers in EGS. But although each EGS attracts unskilled labour none provide any form of training to participants. This paper argues that it is not the presence of large number of women as EGS workers that makes such schemes women friendly, but rather that women are often mobilised around gender issues by feminist organisations through participation in EGS. These not only include efforts to ensure that 'women friendly' provisions (such as equal wages, provision of crèches, shelter, and maternity benefits) get implemented in this scheme but also that women critique the gender-based discrimination more fundamentally.
