Short Summary |
Following an initiative in 1999, the World Bank
and the International Monetary Fund require poor countries seeking
debt relief to outline their plans for reducing poverty in Poverty
Reduction Strategy Papers (PRSPs). This paper offers a detailed analysis
of how these poverty reduction strategies impact on women and the
poor in Nicaragua and Honduras, and looks at how they can be better
made to serve these groups. Current obstacles include: limited civil
society participation in the process in reality; the need to gain
approval of World Bank and IMF for PRSP content; and lack of capacity
of women's gender groups to engender PRSPs. Furthermore, the PRSP's
similarity to Structural Adjustment Programmes means that women's
movements and feminist organisations refuse to engage with them. Recommendations
call for monitoring and evaluation of implementation of the PRSPs,
to highlight women's role in them, and their gendered outcomes, and
to lobby for change in light of the findings. |
