What is the Gender Evaluation Methodology (GEM)?
How can it be used to determine whether information and communication
technologies (ICTs) are really improving women's lives? Developed
by the Association for Progressive Communication's (APC) Women's Networking
Support Programme (WNSP), GEM is a toolkit for incorporating a gender
analysis into evaluations of ICT projects. This evaluation tool targets
ICT practitioners who have a commitment to gender equality and who
are searching for appropriate gender analysis tools and frameworks
for their ICT initiatives. The toolkit is comprised of four main sections:
an overview of the evaluation process; strategies for integrating
a gender analysis into all stages of planning an ICT project evaluation;
instructions for designing a gender-sensitive information gathering
strategy and for reporting on the findings; and suggested follow-up
on the results of a gender-sensitive evaluation. GEM also contains
concept documents, reference documents, bibliographies, links and
a glossary. The kit was field-tested in Latin America, Asia, Africa
and Europe and is currently being revised based on feedback from the
testing phase. |
