Short Summary |
This report examines the situation of women in
the Philippines. It identifies major gender issues and their implications
for programming and project activities of the Asian Development Bank
(ADB). The Philippines has made significant improvements in advancing
gender equality and empowering women. Yet serious challenges still
exist which impede Filipino women's advancement. These include severe
poverty levels (more than one third of the population is estimated
to be living below the poverty line) and one of the highest levels
of income inequality in Asia. Obstacles also include a high population
growth rate, partly due to low contraceptive prevalence and limited
reproductive choice. The Philippines has one of the highest maternal
mortality rates in Southeast Asia. The high population growth rate
contributes significantly to decreasing employment opportunities as
reflected in the high female unemployment rates. Filipino women are
therefore seeking alternative - insecure and unprotected - employment
opportunities, either in the informal economy, or as overseas migrant
workers often with limited social benefits and harsh working conditions.
The report consists of five parts: “Introduction”; “Women and Basic
Functional Capabilities”; “Women and Productive Capability”; “Women
and Political Capability”; and “Asian Development Bank Policy and
Program Responses for Women”. It concludes by calling on all stakeholders
to invest in Filipino women's productive and political capabilities
and to enhance their opportunities to participate fully, fairly and
equitably in all sectors, thereby empowering them to have an equal
stake in the development of the country. |
