How do poor Nepali women and men understand citizenship? How do they experience and practise it? What barriers do they face and how do they think these could be overcome? This report addresses such questions, focusing on grassroots experiences and understandings of governance and citizenship, and the implications for state building in post-conflict Nepal. Gender equality, respect and dignity were the key priorities identified by those consulted. Existing gender differences were not seen as natural and acceptable, but rather as important to address in order to tackle household and community poverty. There was a recognition by male participants that women and girls are often treated unfairly and that they have a role to play in changing this situation. Participants also noted an unequal gendered division of labour - for example, women are expected to take on reproductive activities, including caring for children, cooking and cleaning, in addition to working. Because women are often paid low wages compared to men they remain economically dependent, which enhances their sense of disempowerment. Other broader findings from the report include: - Local services are failing to meet the specific needs of poor women and men. - There is a strong desire from participants to be involved in the process of restructuring the state, but a lack of information and awareness-raising initiatives at the village level often makes this difficult. - Poor and excluded people have developed coping strategies for dealing with exploitative and unequal power relations in their daily lives.
