Short Summary The Beijing Declaration and Platform for Action for Equality, Development and Peace (PfA) is an agenda for women's empowerment that reaffirms the fundamental principle whereby the human rights of women and the girl child are an inalienable, integral and indivisible part of universal human rights. This document is the third review of implementation of the PfA at European Union (EU) level. The report describes the development of institutional gender mechanisms in the Member States, examines each one of the 12 areas of concern outlined in the PfA and explores relevant findings. For example on the issue of women and poverty the report finds that being employed and earning wages are crucial for the economic independence of women and men, as well as having equal access to the social security system and to owning and/or controlling assets such as land and housing. The document highlights that when designing policies, both at EU and national level, that respond to current global challenges, including climate change and its environmental aspects and the economic and financial crisis, it is important to integrate a gender perspective that accounts for the different impact these issues have on women and men. It is also necessary to enhance the gender dimensions of development assistance and of the enlargement policies of the EU in order to promote the empowerment of women worldwide.
