|
This report was prepared by the Asian Development Bank (ADB) to provide an overview and update of gender issues in Sri Lanka and to help ADB in identifying how gender dimensions can be incorporated into development assistance planning. The report shows that, despite some progressive policies that support gender equality, poverty and armed conflict have conspired to negatively affect women and girls' quality of life. Policies supporting women's equal right to vote and access education have existed since before Sri Lanka's ratification of CEDAW. These have contributed to positive impacts, including gender equality in education and relatively high literacy rates. Yet, Sri Lankan women still experience discrimination in many forms, such as: poor representation of women in political bodies and a lack of women leaders; high rates of gender-based violence and insufficient legislation to tackle the problem; and a high concentration of women in low-paid work, with little job security. Conflict and poverty have exacerbated these inequalities, increasing the number of female-headed households, and preventing access to basic services. Despite the provision of free secondary and higher education, poverty prevents many boys and girls from taking up this opportunity as they are expected to work to help support their families. The Asian Development Bank is undertaking a number of activities to support progress on gender equality.
Priorities include: - creating jobs for women in the formal and informal sectors, and ensuring they receive appropriate training; - encouraging equal participation of women in development planning and implementation; - assisting vulnerable women - including those affected by armed conflict.
