Part 1, 'Summary of Issues to Address in Design' lists a set of key questions related to household food security and gender to which project designers and planners are required to respond. Questions include: 'What will be the implications (for both men and women) of incremental labour needs generated, directly or indirectly, by planned interventions?' and 'Does the design document and its logical framework contain Monitoring and Evaluation indicators that measure impact on food security and are adequately gender-disaggregated?'. In addition there is a focus on areas such as: the adequacy of and access to information, training and technologies, training and agricultural extension, credit and savings, and constraints to participation; specific associated risks with each area and advice on how to mitigate them. For example: when funds are not earmarked for women within budget lines (e.g. for training), there is a risk of women receiving less resources. To mitigate this risk of unequal share of the resources and to mainstream, in both design and implementation, benefits directed to women, budget lines should reflect such concerns where possible. The memory checks also contain a number of reference materials and tools to assist teams in responding to the issues in the summary.
Part 2 includes reference materials which can be used selectively by team members who have specialist interests in: Social and Infrastructure Constraints, Environment and Natural Resources, Savings and Credit, Rural Enterprises, Livestock and Agriculture.
