KARAT is a regional coalition of organisations and individuals that works to ensure gender equality in Central and Eastern Europe (CEE) and the Commonwealth of Independent States (CIS). The coalition monitors the implementation of international agreements and lobbies for the needs and concerns of women in the Region at all levels of decision-making
fora.

KARAT members include NGOs from 18 countries: Armenia, Azerbaijan, Albania, Belarus, Bulgaria, Croatia, Czech Republic, Georgia, Hungary, Latvia, Lithuania, Macedonia, Moldova, Poland, Romania, Russia, Slovakia, Serbia & Montenegro.

Next month, Karat is organising a conference on 'Gender Assessment of the Impact of EU Accession on Women and the Labour Market in Central and Eastern Europe'. The conference, funded by UNIFEM, will be in Warsaw, Poland on November 7-9, 2003.

III. Call for Submissions:

IDRC Gender Unit Annual Research Competition 2003-2004: Decentralisation and Women's Rights in Sub-Saharan Africa:
----------------------
Increasingly in Sub-Saharan Africa, the context within which women's human rights are to be protected and realised is one of decentralised or decentralising states. Contemporary decentralisation is changing the relationship between citizens and the state, and is having an impact on the entitlement of citizens to certain rights: in this case, on women's entitlement, as citizens, to the protection and realisation of their rights, as set out in international and national legislation. The Gender Unit is launching a competitive call for proposals for research investigating whether and how contemporary decentralisation reforms, in practice, contribute to or on the contrary hinder the realisation and protection of women's and girls' civil, political, social, economic and/or cultural rights.

All principal researchers and co-researchers must be citizens of developing countries. Up to five grants will be awarded, each with a value of up to $100,000 CAD (Canadian dollars), for projects of 18 months to 2 years. The deadline for submission of applications is December 5, 2003. The second East African Gender Budget Conference: Gender budgeting in the context of globalisation - Whose budget? Does it make economic sense?

On behalf of the East African Gender Budget Network (EAGBN), the Forum for Women in Democracy (FOWODE) is pleased to announce the second East African Gender Budget Conference scheduled to take place 4th-6th November 2003 in Kampala, Uganda. Funded by UNDP, the overall objectives of the conference are to:

- Share and network on gendered approaches to engage effectively in the current economic discourse.
- Build capacity on gender trade and macroeconomic concerns.
- Debate alternatives to overcome the current negative effects of globalisation.

The conference will be divided into four major themes:
1. Good governance
2. Gender and trade
3. Decentralization
4. Gender and HIV/AIDS

The Genie and Siyanda websites have now merged!

To make your search for gender materials easier and faster, we've merged the Genie donor-focused website with the Siyanda website. As a result of this merger you can now enjoy the following new features and improved tools:

- Combined keyword and donor search functions: The Siyanda search engine is now even more powerful. In addition to searching by keyword for resources on a particular topic, users can now search for resources on the same topic that were published or funded by a certain donor agency. For example, someone looking for resources on water published or funded by the Swedish International Development Cooperation Agency (Sida) can choose "sida" from the donor pull-down menu, then type "water" in the "Search Words" field.

- Annotated bibliography: You can now quickly and easily create an annotated bibliography of topical gender and development materials through selecting multiple records to view and/or print from the Siyanda results page.

- Enhanced results page: We've improved our results page even more by ordering search results by month AND year and by allowing you to track previous searches by remembering your search words.

- Improved Gender Experts and Consultants Database (this feature was previously available on the Genie website and has now moved to Siyanda): searching for suitable experts to network with or consultants to commission for work is now even easier and produces more accurate results! You can now look for suitable profiles of experts or consultants by area (topic), region or country of expertise. Users can also review most recent publications produced by experts or consultants on a given gender and development topic. In addition, you can now choose multiple experts' or consultants' profiles from the Gender Experts and Consultants results page creating an easy-to-review list of profiles.

- Merged Genie and Siyanda updates: The best features of both updates are now combined into one monthly newsletter providing information on the latest donor and practitioner resources, websites, calls for submission and events.

Don't forgot that you'll continue to enjoy regular Siyanda features such as "Country Focus", "Quick Guide", "New Database Additions", "Users' Corner" and much more...

To make the transition as smooth as possible, the Genie website will be available until December 31st 2003. After this date, users will be automatically directed to the Siyanda website.
