The goal of Women in Action is to help women undertake 2,000 life-changing projects in marginalized communities in Asia, Africa, the Middle East and the Americas by the year 2005. This initiative relies on women having gained the literacy skills they need to understand and change their daily reality. Therefore, it builds on the achievements of Women in Literacy, an initiative that has helped Laubach's partner programs provide effective literacy instruction to more than 1,000,000 of the world's disadvantaged women since its inception in 1991.

The website is a service of the U.S. based National Institute for Literacy, established to strengthen literacy across the lifespan. It provides a comprehensive collection of women-focussed basic skills research, teaching/ learning and training resources. Materials are selected to appeal to a diverse audience of adult learners, literacy practitioners, program administrators, researchers, and all individuals with an interest in women and literacy. Users of the website can also engage in an online discussion on women and literacy, facilitated by the Center for the Study of Adult Literacy (CSAL) in the U.S.

Reflect is a innovative approach to adult learning and social change which fuses the theories of Paulo Freire (a Brazilian educator who radicalised a whole generation of literacy workers in the 1960s and 1970s by linking literacy to social change) with the methodology of participatory rural appraisal (a set of techniques used to share learning between community members and development practitioners throughout the project cycle). The Reflect approach is currently being applied by over 350 diverse organisations in more than 60 countries. A collection of resources on the Reflect approach, a calendar of events for upcoming reflect workshops and a latest news section are available on the website.
