Short Summary What housing is available to South African women who flee their homes to escape domestic violence and have to find their own accommodation? This report provides an overview of the different government-provided shelter options available to women who have to leave their homes. From initial 'overnight' emergency shelter, victims should move through a number of progressively 'stages' of housing and care until they become settled enough to secure economic independence as well as physical security. Although 'first stage' housing, which accommodates women for about three months after emergency shelter, is commonly offered, 'second' and 'third' stage housing is virtually non-existent, despite acute demand. A nationwide housing shortage has largely contributed to the lack of appropriate and adequate services. However, the government is also recognising the need to shift away from models of nuclear, heterosexual families and is providing subsidised housing for a greater diversity of living arrangements and patterns. Stakeholders should lobby and collaborate with housing providers to ensure that funding supports both large institutions to provide women with both first and second stage shelter and subsequently small-scale, domestic settings too.
